Project Manager

The Project Manager (PM) will be supporting a government customer in Northern Virginia and will support information technology upgrades. As a member of the project management team, the candidate will be responsible for coordination and completion of projects on time within budget and scope. Candidate will oversee all aspects of projects including managing deadlines, assigning tasks, and, monitor and summarize progress of project. The successful candidate will work directly with engineering teams and customer to ensure deliverables fall within the applicable scope and budget. He or she will coordinate with other departments to ensure all aspects of each project are compatible. Candidate should be familiar with a variety of the field's concepts, practices, and procedures. Enhance department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.

o Coordinate internal resources and third parties/vendors for the flawless execution of projects
o Ensure that all projects are delivered on-time, within scope and within budget
o Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
o Ensure resource availability and allocation
o Develop a detailed project plan to monitor and track progress
o Manage changes to the project scope, project schedule and project costs using appropriate verification techniques
o Measure project performance using appropriate tools and techniques
o Prepare reports for upper management regarding status of project
o Report and escalate to management as needed
o Manage the relationship with the client and all stakeholders
o Perform risk management to minimize project risks
o Create and maintain comprehensive project documentation
o Meet with customers to take detailed ordering briefs and clarify specific requirements of each project
o Delegate project tasks based on junior staff members’ individual strengths, skill sets and experience levels
o Track project performance, specifically to analyze the successful completion of short and long-term goals
o Develop comprehensive project plans to be shared with clients as well as other staff members
o Use and continually develop leadership skills
o Perform other related duties as assigned
o Develop spreadsheets, diagrams and process maps

Required Skills, Experience, and Education:
Candidate must have 16 years of experience that can be a combination of work history and education. This equates to a Doctorate and 8 years of experience OR Masters and 10 years, Bachelors and 12 years, Associates and 14 years or HS and 16 years.

Required Clearance:
Active TS/SCI, with CI Poly

Command and Telemetry Engineer

The Command &Telemetry (C&T) Network Engineer is a technical role which includes solution and design engineering functions for government passive and active network infrastructures. The candidate will responsible for C&T Network Engineering and supporting other engineering teams for all network design and engineering activities. These engineering activities will be conducted on the government’s wide area networks (WAN), the local area networks (LAN), Campus Area Networks (CAN), Access and Control Interfaces (CI), Command and Telemetry and other networks that support multiple classification levels of communications.

Roles and Responsibilities:
o Translate customer requirements/architectures/needs into solutions followed by high-level/low-level design according to portfolio offering guidelines.
o Regularly supports the technical assessment and delivery of a specific technical network solution to the customer. Provides a key support role in operating as a conducive high performance team across all lifecycle stages.
o Performs/Conducts the transition/transformation from existing to new network design solutions
o Provides technical direction and engineering expertise for network systems infrastructure activities, including planning, designing, and implementing communications and network infrastructure requirements for buildings and systems (Routers, Firewalls, DNS, IPAM, NTP, Command and Telemetry).
o Provides technical consulting and advice to others on efforts, solution design, system management, tuning and modification of solutions. Provides input to strategy moving forward.
o Collects and determines data from appropriate sources to assist in determining customer needs and requirements. Responds to requests for technical information from customers. Develops customer technology solutions using various industry products and technologies.
o Supports knowledge sharing within a community (e.g. team, practice, or project). Support knowledge sharing and re-use requirements of project. Contributes knowledge to job family community.

Equipment Testing and Selection Lead

The Equipment Testing & Selection Lead is a technical and management role which evaluates solution architecture and design engineering functions for government passive and active network infrastructures. The candidate will responsible for leading and supporting equipment testing and selection for all network design and engineering activities. These equipment testing & selection activities will be conducted in test facilities and on the government’s wide area networks (WAN), the local area networks (LAN), Campus Area Networks (CAN), Access, Network Management Systems (NMS), and Control Interfaces (CI) and other networks that support multiple classification levels of communications.

Roles and Responsibilities:
o Lead a team that conducts security-relevant testing of all hardware and software selected for use.
o Lead a team that translates customer security requirements into actionable testing schemes.
o Lead a team that documents and reports all security-relevant testing results for all hardware and software.
o Lead a team that provides recommendations on the suitability of equipment and software for use in the customer’s environment.
o Provide a written equipment security certification that testing has been completed by qualified individuals and is suitable to use in the customer’s environment.
o Recruit and train a team that is qualified to perform equipment security certification.
o Provide direction and guidance that will enable the team to create and execute high and low level test schemes that validate customer requirement and portfolio offering guidelines.
o Regularly leads in the technical assessment and delivery of a specific technical engineering solution to the customer. Provides a team structure conducive to high performance, and manages the team lifecycle stages.
o Provides advanced technical consulting and advice to others on efforts, solution design, system management, tuning and modification of solutions. Provides input to architecture team moving forward.
o Owns and manages knowledge sharing within a community (e.g. team, practice, or project). Ensures team members support knowledge sharing and re-use requirements of project. Contributes significant knowledge to job family community.

Required Skills, Experience, and Education:
Candidate must have 16 years of experience that can be a combination of work history and education. This equates to a Doctorate and 8 years of experience OR Masters and 10 years, Bachelors and 12 years, Associates and 14 years or HS and 16 years. Must meet DoD 8570 IAM Level 3 certification requirements AND be willing to obtain CISSP-ISSAP or CISSP-ISSEP within 6 months.

o CISA, GCIH, GCED, CISSP or CASP
